Julien Lemotheux
Julien Lemotheux is a Senior Standardization Manager specializing in video activities at Orange. He leads a team of delegates and coordinates strategic initiatives within multiple standards organizations, including MPEG, JVET, 3GPP SA4, GSMA, ETSI JTC Broadcast, SVTA, and AFNOR CN29, aligning with Orange’s overall objectives.
An expert in service architecture, audiovisual streaming technologies (codecs, streaming protocols), and the application environment for TV (apps, browsers, media players, APIs), Julien actively contributes to the development of video codecs, streaming protocols, file formats, and emerging use cases such as AI and XR. He is recognized for his work on optimization topics, including energy efficiency, multicast ABR, and MBS. Julien serves as Rapporteur and Editor for the 3GPP SA4 Study on Media Energy and has previously chaired DVB’s study mission on Energy Efficiency and the DVB Commercial Module on the same subject.
He is also known for bridging standardization, research, and production projects, exemplified by his role as a technical lead on TV/video projects for the Paris 2024 Olympic and Paralympic Games. In this capacity, he leveraged his knowledge of the latest standardization innovations on a major project for Orange. This ability to integrate standards into real-world applications is further demonstrated through his active involvement in the Future Services & Ecosystems expert community at Orange, composed of the selected experts across all entities of the group. Recognized as an Orange Expert Senior, he leads the domain related to Personalized TV and Content Services, fostering innovation and collaboration within the organization.
